Maxwell was raised in Kansas and was educated there. Maxwell joined the Gene Coy Band at the age of 17 and traveled extensively in the northwest and mid-west parts of the United States. He moved to Los Angeles in 1937 and joined the Fletcher Henderson Orchestra. Davis was a musician and freelance arranger for several companies, including Black.
